Chinanews, Beijing, December 5 – The Ministry of Science and Technology has recently released its plan on international technological cooperation in the 11th Five-Year Plan Period, in which it declares that China will welcome all persons with talents from across the world.
In fact, China is planning to invite top experts and R&D teams from abroad, to enhance the academic atmosphere in the country. Chinese who went to study abroad are also encouraged to come back and start a career in their hometowns. The introduction of high-caliber persons will be an important benchmark for measuring enterprises' performance.
This plan will strengthen China's position in the international academic field, thus to gain better chances for Chinese scientists. It can be estimated that many important international scientific and technological organizations will set up their branches in China in the near future.
It will also be the central government's responsibility to push Chinese enterprises to “go out”to join in the international development industrial chain. This is the best way for China to enhance its innovative endeavor to meet future challenges.
Besides cooperation with EU, US, Japan and South Korea, China will work hard to improve its relationship with Russia and the CIS, too. The Chinese mainland will whip up a new tide of academic communication with Hong Kong, Macao and Taiwan, not to mention that it is on the way to start joint efforts with many international organizations.
